(1)
The countries, which sponsor terrorism or harbour jehadis and terrorists,
should be delinked from the rest of the world. The world should not
have diplomatic ties with them.
(2) Economic sanctions should be imposed by the World on those countries
who indulge in such sordid games and also on those who try to have
surreptitious links with such countries. "Isolation" from the rest
of the world must be the guiding principle. The US alone should not
have the power to impose sanctions.
(3) The arms sales and drug trafficking are the biggest businesses
that bring in money for these outfits. There should be a strict international
law on drug trafficking. No country should be allowed to farm opium
except for medicinal purposes. The World Body (International Coalition
against Terror) should be empowered to periodically inspect the opium
farms in all countries and any country farming them for non-medicinal
purposes should be blacklisted. It should be on the lines of inspecting
the nuclear power plants by the International Atomic Energy Commission.
(4) The bank accounts maintained by the outfits, fugitives, and also
of their close relatives should be frozen immediately and the amount
must be deposited with the world bank.
(5) There must be strict uniform international laws for extraditing
outfits and any country, which refuses to extradite the fugitive,
should be isolated from the rest of the world.
(6) No organisation should be spared from the terrorist list. There
is no good terrorism. For instance LTTE may be fighting for ethnic
freedom, but if it has a proven record of resorting to terrorism,
it should be blacklisted.
(7) Any conflicts in imposing these strict regulations should be sorted
out in the "International Coalition" and every country has the same
voting power as any other developed country would have. If Osama escapes
from the Operation Infinite Justice, he may end up in Somalia as a
fugitive. In that case, Somalia has same problem as US has now. So,
Somalia and US would have the same voting power in the "International
Coalition against Terror".
(8) All those who participate in this grand coalition should help
the needy country to tackle the terrorist problem. For instance, Somalia
is now crying for help from world countries to guard its borders.
Somalians fear that Osama would land up in their country and another
Taliban may emerge in their country.
(9) The member countries of the grand coalition should identify the
ways and means to contain terrorism and also they should be prepared
to tackle any major eventuality like the WTC attack.
(10) The information sharing among member countries should be facilitated
by the grand coalition. For instance India who has been crying all
these days against terrorism, was the one who gave vital clues to
US about the hijackers of the ill-fated flights which crashed on WTC
and Pentagon.
(11) Any religious / ethnic colour attached to international / national
terrorism (branding them as "Jehad") to fan up religious / ethnic
fanaticism should be condemned. The grand coalition should help in
dispelling and defeating such mischievous propaganda by their collective
strategy. There are reports which profess that VS Naipal got the Nobel
prize this year because he wrote scathingly on Islamic nations and
the western countries wanted to rub the salt on them by offering the
prize to Naipal. Such notions should not be allowed to gain ground.
(12) The regional / economic status of a country should not come in
the way. As terrorism is a global menace, every country should get
same attention and help as US would get from this coalition.
Let Us Be Ideal for Once
(a) Coming back to the burning issue on the hand, US should stop
the war against Afghanistan and should ask the three countries (UAE,
Soudi Arabia and Pakistan) to snap their ties with Afghanistan (one
of them have already snapped diplomatic ties).
(b) All "isolation principles" to be imposed on Afghanistan.
(c) To take care of the innocent civilians, refugee camps to be set-up
on the borders of Afghanistan and Red Cross to be requested to help
them. This would also help in averting "humanitarian disasters" and
would also help in avoiding large-scale "refugee issues".
(d) Taliban should be left alone without any International contact.
(e) The world should tell the Afghanistan people that it would help
in installing a broad-based government if they are willing to co-operate.
This would create insurgency within that country and the people should
be enabled to throw Taliban out of power. As India has promised an
assistance to the tune of 500 crores to the proposed broad-based government
in Afghanistan as and when it comes to power, the "International Coalition
against Terror" should help by all means to reform Afghanistan both
politically and more important economically.
(f) In setting up farms, power plants, schools, hospitals, and factories,
and in providing civic amenities, all financial and technological
help should be rendered to the broad-based government. This would
convey a sound signal to the entire world that "we live together"
and when we truly live together and "derive strength based on mutual-dependence",
peace and prosperity would prevail all over the world.
(g) If Operation Infinite Justice would bomb only the militant terrorist
camps and not on hospitals in Afghanistan (even due to mishap) let
it continue. If US can not provide guarantee to this effect, let us
stop this non-sense war.
A Somalian's life, an Afghan's life, an Indian Kashmiri's life is
as precious and meaningful as the lives of Americans. Osma bin Laden
and Taliban are America's creations and their existence today is not
due to Afghan people. Let the poor, innocent, non-fanatic Afghans
live their lives peacefully. Let us not bomb them. Let us allow them
to boom and flourish. If there is an ailing injured patient in the
family, he would haunt your peace all the time. Rather than adding
salt to his wounds, let us help him to get cured so that entire family
is healthy and happy.
